Efforts to advance the resolution of the Cyprus dispute reached an impasse as Turkish Cypriot leader Tufan Erhürman and Greek Cypriot leader Nikos Christodoulides failed to agree on new confidence-building measures during their recent discussions. Meeting within the United Nations-controlled buffer zone, the leaders aimed to explore ways to foster trust and push the negotiation process forward, but could not reach a consensus on the proposed measures.
Erhürman highlighted that the talks mainly revolved around identifying and agreeing upon actions that could enhance confidence between the two communities. Despite exchanging views on internal and external factors that are currently weakening mutual trust, no agreement was reached. He underscored the importance of creating a conducive environment for progress, aligning with UN Secretary-General António Guterres’ recommendations, by implementing new confidence-building initiatives and avoiding actions that could undermine established trust.
In a related development, Erhürman mentioned that Maria Angela Holguin, the UN secretary-general’s personal envoy on Cyprus, would be unable to visit the island before the upcoming UN General Assembly due to health issues. This absence may impact the mediation efforts in the ongoing peace process, which has faced numerous challenges over the years, including the breakdown of reunification negotiations in Crans-Montana, Switzerland, in 2017.
The core of the Cyprus peace process remains contentious, with the Turkish Cypriot side advocating for a two-state settlement based on sovereign equality, contrasting with past talks that centered around a federal model. Despite these differences, the two leaders are set to reconvene in the UN buffer zone on September 17, although Holguin will not be participating in this meeting. Both sides continue to seek ways to bridge their differences and move towards a sustainable resolution.
