Türkiye Urged to Develop Autonomous AI Strategy for Economic Growth

Türkiye is being advised to craft its own technopolitical doctrine for the AI era, as detailed in a recent report from the National Intelligence Academy. The report emphasizes that artificial intelligence has emerged as a pivotal factor in national security, economic competitiveness, and global influence. To navigate this new landscape effectively, the report suggests that Türkiye develop a national AI strategy by integrating three distinct approaches: technorealism, technopragmatism, and technohumanism.

The report identifies Türkiye’s notable strengths in areas such as defense technology, AI-assisted decision-making, and public-private partnerships. However, it also points out several challenges that need to be addressed, including fragmented data governance, inconsistent standards, and a pressing need for more transparency in AI initiatives. By addressing these issues, Türkiye can better position itself in the rapidly evolving global AI landscape.

To fortify its long-term strategic position, the report advocates for several key actions. These include expanding AI infrastructure, enhancing data governance frameworks, and investing in interdisciplinary education programs. Moreover, reducing reliance on foreign technology and improving international technology diplomacy are seen as essential steps. The report also suggests that innovations from the defense sector could be applied to civilian industries, further bolstering Türkiye’s AI capabilities.

The overarching message of the report is that Türkiye should not merely adapt to existing global AI governance frameworks but strive to play an active role in shaping them. By doing so, Türkiye can ensure that its interests and perspectives are well-represented on the global stage, while simultaneously boosting its own technological and economic prospects.
