The first track involves future strategic stability. Trump disclosed an August 15 meeting in Alaska where he and Putin discussed reducing nuclear arsenals after the Ukraine conflict. This points to a dialogue aimed at shaping the post-war global security landscape.
The second track is focused on the current war. Trump recently held a phone call with Putin after meeting with Ukrainian President Volodymyr Zelensky and European leaders on August 18. This conversation dealt with the more immediate issue of security guarantees for Ukraine.
On the Ukraine issue, Trump has articulated a clear policy preference: European nations should lead the security efforts, with the United States providing “backup.” The specifics of this arrangement, however, are still under negotiation.
